You don't need to worry about the security system only the communication. A security system will either give you a panic or a general alarm and you can also program the new systems. Then you can either go really old school and use a computer and modem and trigger the parallel port on the computer and write a basic program to dial the police via a modem. The other option is to use a GPRS unit that is embedded into a circuit that gives it triggers and the ability to program in numbers to call and messages to send. You also have levels of priority on them. You could also use smart relays and PLC equipment to do the same job.
